(Enacted) Ohio Senate Bill 144 - Disabilities Council

To abolish the Opportunities for Ohioans with Disabilities Commission, Consumer Advisory Committee, and Governor's Council on People with Disabilities and to establish a state rehabilitation services council known as the Opportunities for Ohioans with Disabilities Council.


  • Creates the Opportunities for Ohioans with Disabilities Council which will serve as Ohio's state rehabilitation council as defined by federal law;
  • Requires the Governor to appoint 15 members to the council, a majority of whom must be persons with disabilities;
  • The council is tasked to provide advice and oversight of the Opportunities for Ohioans with Disabilities Agency;
  • Requires the council, in collaboration with the agency, to establish the State Plan and a resource plan for the agency.
