(Enacted) Ohio House Bill 115 - Communication Disabilities

To establish a database of persons who voluntarily register as being diagnosed with a communication disability or who voluntarily register a minor child or ward as the parents or guardians of such persons for purposes of law enforcement notification.


  • HB 115 establishes a registry for individuals who have a communication disability; 
  • Individuals with communication disabilities are not required to register for this new system;
  • Individuals are put into the Ohio LEADS system; and
  • When law enforcement officers stop individuals they will be able to pull up on their system, and see, if individuals have a communication disability.
